A pilot AMC has been proposed to demonstrate both the feasibility of the AMC mechanism and its impact on accelerating vaccine development, investment in production capacity and introduction of the resulting vaccines in developing countries. Through this pilot AMC, the practical concerns about how to establish the legal and financial structures will also be addressed, streamlining similar ventures for other diseases should they be considered appropriate.

The pilot will target pneumococcal diseases, which cause meningitis and pneumonia, and currently kill more than 1.6 million people worldwide each year, including at least 800,000 children. Most of these deaths occur in the world’s poorest countries.  The most effective way to prevent these deaths would be to ensure that all children have access to a safe, affordable vaccine. The Advance Market Commitment (AMC) for pneumococcal diseases has been developed to make appropriate vaccines available to developing countries sooner and to encourage these countries to set up pneumococcal immunization programmes.

The EEG was set up by AMC donors to make recommendations on the AMC’s financial terms and it conducted extensive analysis and stakeholder consultations.
